In 1818, Russia’s Czar Alexander I petitioned for a Jewish state in Palestine.

Catherine the Great did not want her son to be her heir. Instead, she chose her grandson, Alexander. Though she wrote a manifesto to that effect, Alexander hid it, letting his father take the throne as Czar Paul I.

Many disliked Czar Paul I and killed him, putting Alexander on the throne. With his liberal and worldly education, which had been overseen by his grandmother, Alexander could have done much. He is most well-known for his defeat of Napoleon.

I could not find any more information in his petition for a Jewish state in 1818. Did it really happen or is it a forgotten piece of history because it never succeeded?
